A "visual response" is just an artwork that you post to a pre-existing artwork. It's got extra umph and more pizaz than a simple text comment. Basically, it's just a way more interesting way to get your point across.

When should I visually respond?

Visually respond when you want to critique an artwork, reinterpret an artwork, add a new idea to an artwork, or simply to say "hey, original artist, I love what you do!" You could even visually respond to your own artwork if you want to expand on your original idea.
